Expert take — Cost of Asia editorial team Under the current MM2H rules, buying a home is mandatory once you are approved, and you cannot sell it for 10 years unless you upgrade to a pricier one, so choosing MM2H effectively means choosing your city for a decade. Minimum property values run from RM600,000 (Silver) to RM2 million (Platinum), per Malaysia's tourism ministry. Rent in two or three cities for a year before you apply, so the property you are locked into is in a place you already know works.

Malaysia is one of the easier countries in Southeast Asia to settle in: private healthcare is strong, and the main peninsula cities are linked by intercity rail. This guide compares six places for people moving for a year or longer, whether you are working, raising a family or retiring.

The main trade-off is between Kuala Lumpur, with the jobs, schools and flights, and the smaller cities, which cost less and move more slowly. A second trade-off is regional: transboundary haze from fires in Sumatra and Kalimantan affects much of the country in some years, and some areas are hit harder than others.

At a glance

Best for Pick Why
Careers, schools, flights Kuala Lumpur Largest job market, rail link to KLIA, widest choice of hospitals
Retirees and heritage lovers Penang (George Town) UNESCO-listed city, medical tourism hub, lower rents than KL
Singapore links Johor Bahru RTS Link to Woodlands targeted for January 2027
Lowest rent in a real city Ipoh City-center rents about half of KL's on Numbeo
Small heritage city Melaka UNESCO core, about two hours' drive from KLIA
Nature on your doorstep Kota Kinabalu Sabah base with a major private hospital

How we chose

We compared each city on:

  • Cost: Numbeo rent data, with the date of each page or comparison. We only quote figures where Numbeo had enough recent entries.
  • Healthcare: private hospitals we could verify, including Joint Commission International (JCI) accreditation where confirmed.
  • Air: IQAir annual data (via Greenpeace Malaysia) and the Department of Environment's 2026 haze readings.
  • Internet: Ookla's Speedtest Global Index.
  • Transport: airports, intercity rail and projects with confirmed timelines.
  • Residence options: the official MM2H guidelines.

Checked on 31 October 2026.

1. Kuala Lumpur — best for careers, schools and flights

Kuala Lumpur is Malaysia's capital and largest city, with about 2.1 million residents and roughly 8.8 million across greater KL and the Klang Valley. KL Sentral links the city by rail to the rest of the peninsula and to Kuala Lumpur International Airport. Numbeo's KL page (updated 28 October 2026) puts a single person's monthly costs at about US$594 before rent, with one-bedrooms around RM2,810 in the center and RM1,465 outside it.

Who it suits

Professionals, families who need a wide choice of international schools, and anyone who flies often. Healthcare depth is a strength: IHH Healthcare lists Prince Court Medical Centre and Pantai Hospital Kuala Lumpur among its facilities in the city.

Trade-offs

KL gets at least 2,600 mm of rain a year, heaviest from October to March, and flash floods after downpours are common, especially in the center. Traffic is heavy if you live far from a rail line. Air quality improved in 2025: KL's annual PM2.5 average fell to 15.7 µg/m³ from 17.7 µg/m³, though that is still above the WHO guideline of 5 µg/m³.

Check before you commit

Pick your neighborhood by your commute, not the condo facilities. Ask whether the building's car park or access road floods. Our Kuala Lumpur guide and KL areas guide cover the details.

2. Penang (George Town) — best for retirees and heritage lovers

George Town shares a UNESCO World Heritage listing with Melaka, inscribed in 2008. Penang is Malaysia's leading medical tourism destination. Penang Adventist Hospital became the first hospital in Malaysia to earn JCI accreditation in 2007, and Island Hospital was named the country's first Flagship Medical Tourism Hospital by the Malaysia Healthcare Travel Council in December 2025.

On cost, Numbeo's comparison (both cities updated 2 October 2026) shows city-center one-bedrooms around RM2,067 in George Town against RM2,525 in KL, and restaurant prices about 28% lower.

Who it suits

Retirees who want hospitals close by, people who like walking and food culture, and remote workers happy with a smaller city and an international airport.

Trade-offs

Public transport is mostly buses for now. The Mutiara Line LRT, linking Komtar, Bayan Lepas, the airport and Penang Sentral on the mainland, was 8.99% complete in mid-2026, with completion scheduled for December 2031. Penang also gets haze: a February 2025 regional episode pushed city PM2.5 up by 10 to 26%.

Check before you commit

Decide between island and mainland early, since bridge traffic shapes daily life. See Penang areas and Penang hospitals.

3. Johor Bahru — best for Singapore links

Johor Bahru, just across the Causeway from Singapore, had about 858,000 residents in 2020 and around 2.5 million in the metro area. The Causeway is often described as the world's busiest land border crossing, and queues are the defining feature of cross-border life. That should change: the RTS Link, a 4 km rail line from Bukit Chagar in JB to Woodlands North in Singapore, is slated to open in January 2027, with a crossing time of about five minutes and co-located immigration at both ends.

Who it suits

People who work in or travel often to Singapore, and families who want Singapore access with Malaysian costs. Several international schools operate in the JB area, including Marlborough College Malaysia and Raffles American School.

Trade-offs

Opening dates for the RTS Link have slipped before, so don't sign a lease that only works once it opens. Numbeo did not have enough recent data for a reliable JB rent comparison, so use local listings.

Check before you commit

Time the Causeway at your actual commuting hour, on a weekday and on a Friday evening. If you are considering MM2H, note that a separate Special Economic Zone category applies in Johor, with property bought direct from developers.

4. Ipoh — best for lowest rent in a real city

Ipoh is the low-cost option. Numbeo's comparison (both cities updated 31 October 2026) shows city-center one-bedrooms around RM1,307 in Ipoh against RM2,810 in KL, and overall rents in KL about 103.5% higher. ETS intercity trains serve Ipoh, which keeps KL within reach.

Who it suits

Retirees and remote workers on tighter budgets who want a city with food, old-town streets and a calmer pace.

Trade-offs

A smaller expat community and fewer international schools and specialist hospitals than KL or Penang. Perak was among the states with unhealthy air readings in the late-August 2026 haze.

Check before you commit

Locate your nearest private hospital and confirm your insurer works with it. Numbeo flags that some Ipoh data is estimated, so cross-check rents on local portals.

BUILD YOUR PLAN

What would this move really cost you?

Use your own rent, insurance, transport and visa assumptions. Compare options before committing.

5. Melaka — best for a small heritage city

Melaka's historic core joined the UNESCO World Heritage list on 7 July 2008, alongside George Town. The state has about one million residents. Kuala Lumpur International Airport is roughly two hours' drive north, and ETS trains run from Pulau Sebang/Tampin station to KL and Ipoh. Mahkota Medical Centre, in the center of town, offers international patient services including insurance claims help.

Who it suits

Retirees and slow-living remote workers who want history, a manageable size and easy weekend trips to KL or Singapore.

Trade-offs

The rail station is outside the city, so you will rely on a car or ride-hailing. We could not find enough recent Numbeo data to quote reliable rents.

Check before you commit

Ask for quotes on several apartments and compare them with KL and Ipoh before assuming Melaka is cheaper.

6. Kota Kinabalu — best for nature on your doorstep

Kota Kinabalu, the capital of Sabah on Borneo, is the pick for divers, hikers and people who want islands and mountains close by. IHH lists Gleneagles Hospital Kota Kinabalu among its Malaysian hospitals.

Who it suits

Outdoor-focused expats, couples and retirees who don't need a big city.

Trade-offs

Fewer international flights and services than the peninsula's big cities, and travel to the peninsula means flying. Sabah was among the areas with unhealthy air during the August 2026 haze, which hit neighboring Sarawak hardest, with readings above the hazardous threshold in Kuching and several other towns.

Check before you commit

Confirm what specialist care is available locally and what would require a flight to KL. Check flight frequencies to your home country.

What to check before you decide

  • Residence route: Read the official MM2H guidelines (updated February 2026). Principals under 50 must spend 90 days a year in Malaysia; new participants are not eligible for permanent residence.
  • Haze plan: Watch Department of Environment API readings in August and September, and buy air purifiers before you need them.
  • Internet: Ookla's February 2026 index showed Malaysian median fixed broadband at about 166 Mbps; ask landlords which fiber providers serve the building.
  • Healthcare: Confirm your insurer works with your nearest private hospital.
  • Tax: Ask a qualified adviser how Malaysian tax residency rules would apply to your income.
  • Budget: Run your numbers in our budget calculator.

FAQ

What is the cheapest place to live in Malaysia for expats?

Of the cities with solid Numbeo data, Ipoh has the lowest city-center rents, about RM1,307 for a one-bedroom against RM2,810 in KL (October 2026). Smaller towns can be cheaper, but data is thin.

Is Penang or Kuala Lumpur better for expats?

KL suits careers, families needing school choice and frequent flyers. Penang suits retirees and people who prioritize hospitals, food and a smaller city. Penang's center is somewhat cheaper on rent.

How much money do I need for MM2H?

Fixed deposits announced in June 2024 are US$150,000 (Silver), US$500,000 (Gold) and US$1 million (Platinum), plus a mandatory property purchase. Check the official portal, as rules change. See our MM2H guide.

Does haze affect all of Malaysia?

It varies by year and region. In August 2026, Sarawak was hit hardest, while Penang, Perak, Kedah, Sabah and Labuan also recorded unhealthy readings.

When will the Johor Bahru–Singapore RTS Link open?

It is targeted for January 2027. Earlier target dates were missed, so build some slack into your plans.
