Expert take — Cost of Asia editorial team Penang's Mutiara LRT is not due to open until December 2031, and its busiest work sites today sit on the very roads Bayan Lepas commuters use: Jalan Tengah, Sungai Nibong and, next, the Sunny Point junction in Batu Uban. If your job is in the Bayan Lepas Free Industrial Zone, rent south of the works rather than commuting from Gurney or the north coast. And don't pay extra for a unit marketed as "near a future station": you will live beside a construction site for years before you ride a train.

Penang suits remote workers who want to walk to a café, families tied to a north-coast school, engineers posted to Bayan Lepas, and retirees who want hospitals nearby. The catch is that the island is small, has few main roads, and most of its traffic squeezes along the same coastal and expressway corridors.

So the best area depends on where you need to be at 8 a.m. on a weekday. This guide compares six areas on that basis, using 2026 asking rents, school and hospital locations, and current transport works.

If you are also weighing Kuala Lumpur or another country, run your numbers through our budget calculator first.

At a glance

Best for Pick Why
Living without a car George Town Walkable heritage core, free CAT bus, ferry to the mainland
All-round expat convenience Pulau Tikus & Gurney Malls, seafront and several private hospitals close by
Families at north-coast schools Tanjung Tokong & Tanjung Bungah Near Tenby, Dalat and POWIIS's junior campus
Beach life and remote work Batu Ferringhi Quieter, near Uplands, far from the commuting crush
Working in the industrial zone Bayan Lepas, Bayan Baru & Gelugor Short commute to the FIZ and airport, lower rents
Space on a budget Seberang Perai (mainland) Larger homes, newer hospitals, lowest rents

How we chose

We ranked areas on criteria a renter can check:

  • Commute reality: distance to the main job hubs (George Town and Bayan Lepas) and the roads you would use at peak hour.
  • Rent: indicative asking rents for furnished units published by the rental platform SPEEDHOME for Q2 2026. These are asking prices, not signed leases, so treat them as a starting range.
  • Schools and hospitals: the verified addresses of international schools and private hospitals.
  • Disruption ahead: the Mutiara LRT alignment and its traffic plans, from the Transport Ministry, the state government and the project contractor as reported in 2026.

Sources include EdgeProp, PropertyGuru, SPEEDHOME, school websites and Malaysian news reports, all listed below. Checked on 31 October 2026.

1. George Town — best for living without a car

George Town is the old city: heritage shophouses, older apartments, serviced residences and newer condos toward the edge of the core around Komtar. EdgeProp's 2026 guide notes that many renters here manage without a daily car.

Who it suits

Remote workers, couples and anyone who wants to walk to food, galleries and coworking spaces. Rapid Penang's free CAT bus loops around the city, Komtar is the island's main bus interchange, and the Raja Tun Uda ferry terminal links you to Butterworth on the mainland.

Trade-offs

Shophouse units can be hot, noisy and short on parking, and narrow streets make deliveries and visitors awkward. Family-size condos with pools are scarcer in the core than in Gurney or the north coast. SPEEDHOME groups George Town with Gurney at RM2,800–4,500 a month for a furnished two-bedroom condo, the highest band on the island.

Check before you commit

Visit at night and after heavy rain. Ask whether the unit has air conditioning in every bedroom, and where you would park if you own a car. Komtar will also see new LRT traffic measures over the coming months.

2. Pulau Tikus & Gurney — best for all-round expat convenience

Just west of George Town, Pulau Tikus and the Gurney Drive seafront mix high-rise condos, older bungalows and two big malls. Healthcare is the standout: Gleneagles Hospital Penang is on Jalan Pangkor, Penang Adventist Hospital on Jalan Burma, and Island Hospital and Loh Guan Lye Specialists Centre are a short ride away on Jalan Macalister.

Who it suits

Professionals working in George Town, retirees who want hospitals and supermarkets close by, and newcomers who want an easy first year before deciding where to settle.

Trade-offs

You pay for location: EdgeProp notes that sea-view units command higher rents. PropertyGuru flags the area's narrow, congested roads, and traffic around the malls builds at peak times. If you work in Bayan Lepas, your daily drive runs straight through the LRT works.

Check before you commit

Ask which side of the building the unit faces (sea views versus afternoon sun), how old the lifts are, and what the management fee covers.

3. Tanjung Tokong & Tanjung Bungah — best for families at north-coast schools

North of Gurney, the coast road passes Seri Tanjung Pinang and Straits Quay in Tanjung Tokong, then the condos and landed homes of Tanjung Bungah. This is the island's main school belt. Tenby Schools Penang lists its address as Lintang Lembah Permai 1, on the Tanjung Tokong–Tanjung Bungah border. Dalat International School, which teaches an American curriculum from preschool to Grade 12, is in Tanjung Bungah. Prince of Wales Island International School (POWIIS) runs its campus for ages 3 to 13 on Jalan Loh Poh Heng in Tanjung Bungah. The private Mount Miriam Cancer Hospital is also in Tanjung Bungah.

Who it suits

Families who want condo facilities (pools, gyms, security) and a short school run. SPEEDHOME's indicative range for a furnished three-bedroom condo here is RM2,500–4,000 a month. That top end is lower than for a two-bedroom in George Town or Gurney.

Trade-offs

The coast road is the only main route in and out. iSchoolAdvisor's 2026 Penang guide warns that peak traffic on the roads to Tanjung Bungah and on the bridge approaches can roughly double journey times. One trap catches many families: POWIIS's senior campus, for ages 11 to 19, is in Balik Pulau on the far side of the island. A child moving up the school may face a much longer daily trip.

Check before you commit

Do the school run at 7:15 a.m. on a weekday before you sign. Confirm which campus your child will attend for the full length of your lease. On hillside developments, ask about drainage and slope works.

4. Batu Ferringhi — best for beach life and remote work

Further along the north coast, Batu Ferringhi has beaches, hotels, a night market and quieter hillside condos. The International School of Penang (Uplands), an IB World School teaching ages 4 to 19, is here, about 11 km from George Town.

Who it suits

Remote workers and Uplands families who rarely need to cross the island at rush hour, and people who value sea air over convenience.

Trade-offs

EdgeProp puts Batu Ferringhi about 12 km from George Town and further still from Bayan Lepas, the major hospitals and many daily errands. We found no reliable published rent range for this area, so compare live listings yourself.

Check before you commit

EdgeProp advises checking mobile signal and internet options. Ask the building for the fiber providers it supports, and test a video call from the unit itself.

5. Bayan Lepas, Bayan Baru & Gelugor — best for working in the industrial zone

The south-east of the island is where the jobs are: the Bayan Lepas Free Industrial Zone (FIZ), the airport, Queensbay and the business parks. Bayan Baru has malls, the SPICE Arena and Pantai Hospital Penang on Jalan Tengah. Gelugor and Batu Uban sit between here and George Town; neighboring Sungai Dua is near the main Universiti Sains Malaysia campus.

Who it suits

Anyone employed in the FIZ or at the airport, and renters who want more space for the money. SPEEDHOME's indicative furnished two-bedroom range is RM1,800–2,800 in Bayan Lepas and Bayan Baru, and RM1,500–2,200 in Gelugor and Jelutong.

Trade-offs

This corridor carries most of the Mutiara LRT works. The line runs south from Komtar through Jelutong, Gelugor, Batu Uban, Sungai Nibong, Bayan Baru, Jalan Tengah and the FIZ to the airport. The project director told The Star in October 2026 that the Jalan Tengah and Sungai Nibong sites are among the busiest, with new traffic measures due at Sunny Point in Batu Uban within six months. Opening is scheduled for December 2031.

Check before you commit

Look out of the window: is a viaduct pier going up outside? Ask how close the nearest work site is. Living south of your workplace (in Bayan Lepas proper, for example) can keep you off the busiest stretches.

6. Seberang Perai (mainland) — best for space on a budget

Across the channel, Butterworth, Seberang Jaya and Bukit Mertajam offer larger homes and quieter streets. SPEEDHOME lists furnished three-bedroom terraces at RM1,500–2,200 a month. Seberang Jaya has Sunway Carnival Mall and Sunway Medical Centre Penang and sits near the Penang Bridge. KPJ Penang Specialist Hospital is in Bandar Perda, Bukit Mertajam.

Who it suits

Families who want a landed house and garden, people working in mainland industrial areas, and anyone who mostly stays local.

Trade-offs

Many expat amenities and most established international schools are on the island. If your work or school is there, the bridge or ferry becomes part of daily life. EdgeProp suggests adding fuel, tolls, parking and time to the rent before you compare. The LRT will eventually link Penang Sentral in Butterworth to Komtar, but not before 2031.

Check before you commit

Price the commute honestly, at peak hour, both ways. Check your insurer's hospital panel if you rely on mainland hospitals.

What to check before you decide

  • Drive the commute at peak hour, school run included, before you sign anything.
  • Map the LRT alignment against the unit and your route. The 23.7 km elevated section from Komtar to Silicon Island is getting phased lane closures.
  • Confirm the school campus for every year of your lease (POWIIS is split between Tanjung Bungah and Balik Pulau).
  • Get the deposit terms in writing. SPEEDHOME cites a two-month deposit as typical. Ask whether a separate utility deposit applies.
  • Stamp the tenancy agreement. Since 1 January 2026, tenancy instruments fall under LHDN's stamp duty self-assessment system, and the tenant is legally liable for duty on the main agreement. Rules change, so confirm the current rate on LHDN's site.
  • Compare listings on more than one portal. Our guide to property portals in Malaysia explains which to use.

FAQ

Which area of Penang do most expats live in?

The established expat belt runs along the north-east coast, from Pulau Tikus and Gurney through Tanjung Tokong and Tanjung Bungah to Batu Ferringhi. Those who work in industry often live in Bayan Lepas, Bayan Baru or Gelugor instead.

Is it better to live on Penang Island or the mainland?

The island has most international schools, expat services and the big private hospitals. The mainland gives you more space for less rent. Choose the mainland only if your work, school and errands are mostly there too, or if you are happy with a daily bridge or ferry crossing.

Can you live in Penang without a car?

In George Town, yes: the free CAT bus, Rapid Penang routes from Komtar and ride-hailing cover most needs. On the north coast and the mainland, most residents rely on a car or ride-hailing.

When will the Penang LRT open?

The Transport Ministry gives December 2031 for the Mutiara Line. Overall progress was reported at 8.99% in June 2026. Until then, expect lane closures along the Komtar–Bayan Lepas corridor.

How much is rent in Penang for expats?

SPEEDHOME's Q2 2026 asking ranges run from RM1,500–2,200 for a two-bedroom in Gelugor or Jelutong to RM2,800–4,500 for a two-bedroom condo in George Town or Gurney. For a full monthly budget, see our Malaysia cost of living guide.
