Expert take — Cost of Asia editorial team The cleanest city depends on the month: northern Thailand's smoke season runs from January to April, while Malaysia had transboundary smoke episodes in July and August of both 2025 and 2026, traced in 2026 to fires in Kalimantan and Sumatra. A city that looks fine on an annual average can be unhealthy for weeks. Visit during the bad months before you sign a lease, and if you split your year, plan your time away around these seasons.

This page is for anyone with asthma, young children or simply a low tolerance for smog. We compare the cities Cost of Asia covers in Malaysia, Vietnam, Thailand and Bali.

No city in the region meets the World Health Organization's annual PM2.5 guideline of 5 µg/m³. In IQAir's 2025 country ranking, Malaysia averaged 16.0 µg/m³, Thailand 17.8, Vietnam 29.7 and Indonesia 30.0. The question is which cities are least bad, and when.

At a glance

Best for Pick Why
Lowest perceived pollution Penang Numbeo Pollution Index 49.51
Cleanest in Vietnam Da Nang Numbeo 54.15, far below Hanoi and Ho Chi Minh City
Best measured big city Kuala Lumpur IQAir 2025 average 15.7 µg/m³
Big Thai city outside haze season Bangkok Worst air concentrated in December to April
Part-year living Chiang Mai Clean enough May to December; avoid January to April

How we chose

  • Measured data first: IQAir's 2025 World Air Quality Report figures, where a city value was available, and IQAir's country averages.
  • Perception second: Numbeo's Pollution Index (lower is better), a survey of residents' views in which air pollution is one of several components. It is not a sensor reading.
  • Seasonality: official haze reports and IQAir seasonal analysis.

Checked on 31 October 2026.

1. Penang — best for lowest perceived pollution

Penang has the lowest Numbeo Pollution Index of the cities we checked (49.51), with air pollution rated "moderate." The sample is small (27 contributors), and the island is not immune to haze: IQAir data showed a 10% to 26% rise in some Penang areas during a February 2025 regional haze episode, and Malaysia's Department of Environment listed Penang among areas with unhealthy readings on 31 August 2026. See our Penang guide.

2. Da Nang — best for cleaner air in Vietnam

Da Nang scores 54.15 on Numbeo's Pollution Index, compared with 89.0 for Hanoi and 92.1 for Ho Chi Minh City in the 2026 mid-year ranking. Numbeo's Da Nang page also shows a PM2.5 value of 19, attributed to the World Health Organization. Hanoi is the cautionary contrast: IQAir's historical figures put its 2019 annual average at 40.8 µg/m³. See our Da Nang guide.

3. Kuala Lumpur — best measured big city

Kuala Lumpur's 2025 annual PM2.5 average was 15.7 µg/m³, down from 17.7 the year before, according to IQAir data cited by Greenpeace Malaysia. Its Numbeo Pollution Index (64.8) is the lowest of any big city in our four countries. The risk is haze: on 25 August 2026, Batu Muda in Kuala Lumpur recorded an "unhealthy" API of 155 and Shah Alam 162. See our Kuala Lumpur guide.

4. Bangkok — best big Thai city outside the haze season

Thailand averaged 17.8 µg/m³ in 2025, an improvement on 19.8 in 2024, per IQAir. In Bangkok, the PM2.5 season runs roughly from December to April, with the worst weeks usually from January to March. Thailand tightened its own annual PM2.5 standard to 15 µg/m³ in June 2023. Bangkok's Numbeo Pollution Index is 77.7. If you are sensitive, plan trips away in the first quarter. See our Bangkok guide.

5. Chiang Mai — best for part-year living

Chiang Mai is the hardest case. IQAir reports that its 2024 average PM2.5 was 26.4 µg/m³, more than five times the WHO guideline. The burning season runs from January to April and peaks in March, driven by crop burning, forest fires and smoke from neighboring countries. On the morning of 4 March 2026, it ranked third among the world's most polluted major cities.

IQAir notes that conditions usually improve later in April as the rains approach, and the city remains one of Thailand's most affordable. If you choose Chiang Mai, budget for purifiers and a few weeks elsewhere each spring. See our Chiang Mai guide.

A note on Bali: Numbeo's Bali Pollution Index (79.04) dates from November 2024, and we found no recent measured city figure, so we have left it out of the ranking.

What to check before you decide

  • Look at monthly air quality, not just the annual average.
  • Visit during the worst season for that city before signing a long lease.
  • Check whether your apartment can be sealed and fitted with a purifier.
  • Install an air quality app and set alerts.
  • Factor time away during smoke or haze season into your budget.

FAQ

Which Southeast Asian city has the cleanest air?

Among the cities we cover, Kuala Lumpur has the best recent measured figure (15.7 µg/m³ in 2025), and Penang has the lowest Numbeo perception score. Both still see haze episodes.

When is smoke season in Chiang Mai?

IQAir describes it as running from January to April, peaking in March, with conditions usually improving later in April as the rains approach.

Is Malaysia's haze every year?

Not at the same intensity, but it recurred in both 2025 and 2026. In August 2026 the ASEAN Secretariat activated Alert Level 3 for the southern region.
