Expert take — Cost of Asia editorial team Numbeo's headline Cost of Living Index leaves out rent entirely, and that hides Bali's real cost. On that index Bali (34.5) looks cheaper than Kuala Lumpur (38.8) and Bangkok (43.5), but Bali's Rent Index (29.5) is the highest of any city we cover, so once rent is added Bali ties Bangkok at 32.2 and sits well above Kuala Lumpur (27.2). Always compare cities on the Cost of Living Plus Rent Index, then check current asking rents in the exact area you want.

This page is for anyone shortlisting a cheaper base in Thailand, Vietnam, Malaysia or Bali, whether you are a remote worker, a retiree or a family testing the waters. We rank cities on one published, dated measure so you can check our work, then show the costs that measure does not capture.

The main trade-off is simple: the cheapest cities on paper are not always the cheapest to live well in. Air quality, healthcare access, visa costs and the rent in the neighborhood you actually want can change the picture more than a few index points.

All index values below are relative to New York City (100). A city scoring 20 is, on average, about one-fifth of New York's prices for the basket Numbeo measures.

How we chose

  • One ranking measure: Numbeo's Cost of Living Plus Rent Index, Cost of Living Index by City 2026 Mid-Year. We did not adjust or blend it.
  • Scope: cities in the four countries Cost of Asia covers that appear in that ranking. Cities outside our coverage are mentioned separately below.
  • Context, not ranking: Numbeo city pages (contributor counts and prices), Numbeo's Pollution and Health Care indices, IQAir and Ookla data, and official immigration pages.

Checked on 31 October 2026.

Hanoi 28.3 9.9 19.9
Da Nang 27.2 11.6 20.1
Ho Chi Minh City 29.6 12.6 21.8
Penang 33.6 7.9 21.9
Chiang Mai 32.4 10.3 22.3
Kuching 35.0 7.7 22.5
Kuala Lumpur 38.8 13.4 27.2
Pattaya 37.9 14.5 27.2
Phuket 40.7 21.3 31.8
Bangkok 43.5 18.7 32.2
Bali 34.5 29.5 32.2

Outside our four countries, the same Numbeo table lists Bandung (14.6), Davao (19.5), Siem Reap (20.3), Jakarta (20.5) and Quezon City (21.3) with lower or similar combined scores.

A note on Vietnam: a 2025 administrative reform merged and renamed many districts and wards. We use the names people still search, such as Tay Ho or District 2 / Thao Dien.

1. Hanoi — best for the lowest combined index

Who it suits

Budget-focused remote workers and teachers who want a large city with four distinct seasons and a deep local food culture. Hanoi has the lowest Cost of Living Plus Rent score of any city we cover, with a Rent Index of 9.9.

Trade-offs

Air quality is the big one. Hanoi's Numbeo Pollution Index is 89.0, among the worst in the region, and IQAir's historical figures put the city's annual PM2.5 at 40.8 µg/m³ in 2019, many times the WHO guideline. Winters are also cool and damp, which surprises people who expect tropical weather.

Check before you commit

Popular expat areas such as Tay Ho can price above the citywide average, so get quotes there specifically. Ask landlords whether quoted rent includes building fees and how electricity is billed, and budget for an air purifier.

2. Da Nang — best for lowest everyday prices

Who it suits

People who want a beach city at Vietnamese prices. Da Nang has the lowest Cost of Living Index (27.2) of our cities, meaning groceries, eating out and transport are cheapest here. Numbeo estimates a single person's monthly costs at about $452.50 excluding rent (page updated 28 October 2026).

Trade-offs

Rent is not the cheapest: Da Nang's Rent Index (11.6) is higher than Hanoi's or Chiang Mai's, because demand concentrates near the beach. Numbeo's figures also rest on a smaller sample than the big cities (75 contributors in the past 12 months), and several commenters on the page say prices have risen.

Check before you commit

Compare a beach-side unit with one a few kilometers inland, and confirm the visa route that fits your stay length on our Vietnam visa guide.

3. Ho Chi Minh City — best for big-city services on a budget

Who it suits

Anyone who needs a big job market, international schools or a wide range of clinics, but still wants a low cost base. The combined index is 21.8, and Numbeo's estimate for a single person is about $484.40 a month excluding rent.

Trade-offs

The gap between central and outer rents is wide. Numbeo puts a central one-bedroom at about ₫16.8 million a month and one outside the center at about ₫7.7 million. Pollution scores are high too (Numbeo Pollution Index 92.1).

Check before you commit

Price out commute time as well as rent. A cheaper apartment across the river can cost you an hour a day in traffic. Our Ho Chi Minh City cost of living page breaks this down further.

4. Penang — best for low rent with Malaysian infrastructure

Who it suits

Retirees and remote workers who want low rent, widely spoken English and well-equipped private hospitals. Penang's Rent Index (7.9) is among the lowest in the region, and Numbeo lists a one-bedroom outside the center at about RM1,178 a month.

Trade-offs

Everyday prices are higher than in Vietnam (Cost of Living Index 33.6), and the Numbeo data rests on just 27 contributors in the past 12 months, so treat it as a rough guide. Haze also reaches the island: Malaysia's Department of Environment listed Penang among areas with unhealthy readings on 31 August 2026.

Check before you commit

Compare George Town with the mainland side, and check whether a car is needed where you plan to live. See our Penang guide.

5. Chiang Mai — best for Thailand on a budget

Who it suits

People who want Thailand's healthcare, food and established expat community without Bangkok prices. Chiang Mai's combined index (22.3) is about 30% below Bangkok's (32.2), with consumer prices about 26% lower and rents about 45% lower on Numbeo's indices.

Trade-offs

The smoke season. IQAir reports that northern Thailand's burning season runs from January to April and peaks in March, and Chiang Mai was the world's third most polluted major city on the morning of 4 March 2026. Its 2024 average PM2.5 was 26.4 µg/m³. Many residents leave for part of that period, which adds travel costs.

Check before you commit

Budget for purifiers or a few weeks away each spring. Also note that Thailand cut its visa-free stay to 30 days from 15 September 2026, so plan a proper visa before you arrive.

6. Kuching — best for the lowest rent index

Who it suits

Budget-minded people who prefer a quieter Malaysian city in Sarawak. Kuching has the lowest Rent Index (7.7) of any city we cover.

Trade-offs

Everyday prices are higher than in most cities on this list (Cost of Living Index 35.0). Haze is a real risk: on 31 August 2026 Malaysia's Department of Environment reported a "hazardous" API reading of 324 in Kuching, linked to fires in Kalimantan. Kuching is also not in Numbeo's Health Care Index, so there is less comparable data on medical care.

Check before you commit

Spend time there during the dry season before signing a long lease, and check flight connections to wherever you fly most.

What the index misses

Rent, if you use the wrong column. The headline Cost of Living Index excludes housing, so always read the Plus Rent column. Bali is the clearest case: it looks mid-table without rent and joint-most-expensive with it.

Sample size. Bangkok's Numbeo page draws on 197 contributors in the past 12 months, Penang's on 27. Small samples move more from one update to the next.

Purchasing power is about locals, not you. Numbeo's Local Purchasing Power Index compares average local salaries with New York. If you earn abroad, it tells you little about your own budget.

Health insurance, visas and travel. None of these sit inside Numbeo's basket. A visa run or a month away from the smoke can add more to your year than the gap between two cities' indices.

What it looks like in dollars. Here is a single-person scenario using Numbeo's own estimate of monthly costs excluding rent, plus its average one-bedroom rent outside the city center. Rents are converted at the exchange rate implied by Numbeo's own summary figures on 31 October 2026.

City Everyday costs (Numbeo) 1-bed outside center Scenario total
Ho Chi Minh City $484 about $300 about $784
Penang $522 about $290 about $812
Da Nang $453 about $363 about $816
Kuala Lumpur $594 about $361 about $954
Bangkok $699 about $350 about $1,049
Bali $563 about $573 about $1,135

Assumptions: one person, no car, no school fees, no health insurance, no visa costs. Numbeo's Chiang Mai and Hanoi city pages did not return current price data when we checked, so they are not in this table. Plug your own numbers into our budget calculator.

What to check before you decide

  • Compare cities on the Cost of Living Plus Rent index, and note the edition date.
  • Look at the contributor count on each Numbeo city page before trusting small differences.
  • Get current asking rents for the specific neighborhood, not the citywide average.
  • Check the air quality calendar (smoke season in northern Thailand, haze in Malaysia).
  • Get a written health insurance quote for your age and nationality.
  • Confirm the visa route and its fees on the official immigration site.

Can I live on $1,000 a month in Southeast Asia?

In Numbeo-based single-person scenarios, Ho Chi Minh City, Penang, Da Nang and Kuala Lumpur come in under $1,000 before health insurance and visas. Whether it works depends on your rent and lifestyle. See our guide to living on $1,500 a month for a fuller breakdown.

How often does Numbeo update its index?

Numbeo publishes a dated ranking twice a year (the 2026 edition and a 2026 Mid-Year edition), alongside a "current" ranking that changes as new data arrives. Always quote the edition you used.
