Expert take — Cost of Asia editorial team Thailand's cheapest retirement route asks you to show ฿65,000 a month of income, but a Thai tax resident who brings in foreign income earned since 2024 can be taxed on it, while Malaysia exempts most foreign income received by its resident individuals. PwC's tax summaries, reviewed in June and August 2026, describe both rules. How your own pension is treated depends on your home country's tax treaty, so before you choose on visa thresholds alone, ask a cross-border tax adviser how each country would treat the money you plan to transfer every month.

This comparison is for people aged 50 and over choosing between Thailand and Malaysia as a long-term retirement base. We compare the visa, the capital you must commit, monthly costs, hospitals, tax, air quality and how easily you'll get by in English.

The core trade-off is low entry cost versus long-term stability. Thailand lets you in with a modest deposit or income, then asks you to renew every year. Malaysia's MM2H program asks for a large fixed deposit and a home purchase up front, then gives you a pass lasting five to 20 years.

How we chose

We compared the two countries on seven criteria that shape a 10- to 20-year retirement:

  • Visa: age, money test, length and renewals (Thai government and embassy pages, official MM2H terms).
  • Capital and property: what you must buy or lock up.
  • Monthly costs: Numbeo's current Southeast Asia index and city comparisons.
  • Healthcare: accreditations confirmed on hospital or group websites.
  • Tax: PwC Worldwide Tax Summaries, framed as questions for an adviser.
  • Air quality: IQAir and Greenpeace Malaysia's summary of the 2025 World Air Quality Report.
  • Language: the EF English Proficiency Index 2025.

Checked on 4 November 2026. Visa and tax rules change often, so confirm them before you apply.

1. Retirement visa: entry bar and renewals

Thailand. According to Thailand's government portal, a retirement extension requires age 50, a non-immigrant visa, and either ฿65,000 a month in income, ฿800,000 in a Thai bank, or a combination totaling ฿800,000. The deposit must sit in the account two months before you apply and three months after approval. After that you can draw it down, but never below ฿400,000. Holders of the one-year O-A visa also need health insurance of at least USD 100,000 or ฿3,000,000 for their whole stay.

The O-X gives five years plus five more, but only to nationals of 14 countries, including the UK, the US, Canada, Australia, France and Germany. The Thai Consulate-General in Chicago lists ฿3 million in a Thai bank (or ฿1.8 million plus ฿1.2 million of yearly income), Thai health insurance, a US$400 fee, 90-day address reporting and a ban on employment.

Malaysia. MM2H's terms (accurate as of 22 July 2024) set three main tiers from age 25: Silver, a USD 150,000 deposit for a five-year pass; Gold, USD 500,000 for 15 years; and Platinum, USD 1 million for 20 years. One-off participation fees are RM1,000, RM3,000 and RM200,000, plus a RM500 yearly pass fee under the official guidelines. Silver and Gold holders can't work or run a business without a separate pass. A Special Economic Zone tier asks only USD 32,000 from applicants 50 and over, but you must buy a home under Johor state rules, directly from a developer.

Check before you commit. The MM2H terms list a 90-day yearly minimum stay for all tiers, while the guidelines page (updated 10 February 2026) applies it only to principals under 50. Ask the MM2H One Stop Centre which rule applies to you, in writing.

2. Upfront capital and property

In Thailand you can rent indefinitely. If you buy, foreigners can own condo units outright, but foreign ownership is capped at 49% of a building's saleable floor area, and the purchase money must arrive from abroad in foreign currency, The Thaiger explains. Foreigners can't own land. A house comes with a lease of up to 30 years, and a March 2025 Supreme Court ruling voided pre-agreed automatic renewal clauses.

In Malaysia, buying a home is compulsory once MM2H is approved. The minimum is RM600,000 for Silver, RM1 million for Gold and RM2 million for Platinum, and you can't sell for 10 years unless you upgrade. You may withdraw up to half of your deposit after approval, including to buy that home. States can also set their own minimum prices for foreign buyers, so the real floor in your city may be higher.

Check before you commit. Rent for at least six months in the Malaysian city you're considering before you apply. The home you buy ties you to that place for a decade.

3. Cost of living

Numbeo's current Southeast Asia index (higher means pricier) puts Kuala Lumpur at 32.3 for costs excluding rent and 11.6 for rent, against Bangkok's 38.6 and 15.4. Chiang Mai is the cheapest of the four cities we compare, at 29.2 and 8.2.

In local currency, Numbeo puts a city-center one-bedroom at about ฿24,280 in Bangkok (updated 3 November 2026, 194 contributors) and ฿16,550 in Chiang Mai (1 November 2026, 54 contributors). Kuala Lumpur comes in around RM2,525 and George Town around RM2,067 (both 2 October 2026). George Town's figure rests on just 11 contributors, so treat it as rough.

In short: for a capital city, Malaysia is cheaper. For the lowest bill, Chiang Mai wins, if you can live with its smoke season (section 6).

4. Healthcare

Both countries have private hospitals with international accreditation. In Bangkok, Bumrungrad International Hospital on Sukhumvit Soi 3 says it was Asia's first JCI-accredited hospital in 2002, was re-accredited for the seventh time in 2024, and runs an expatriate liaison center. In Chiang Mai, Thailand Starter Kit's November 2026 guide lists Chiang Mai Ram Hospital and Bangkok Hospital Chiang Mai as JCI-accredited.

In Malaysia, IHH Healthcare lists Gleneagles Hospital Kuala Lumpur, Pantai Hospital Kuala Lumpur and Gleneagles Hospital Penang as JCI and MSQH accredited. Penang's Island Hospital holds MSQH and Australian ACHSI accreditation for cardiology, gastroenterology and oncology.

Numbeo's survey-based Health Care Index rates Bangkok at 77.45 and Kuala Lumpur at 69.53. Thailand Starter Kit notes that insurance gets harder to obtain and pricier after 60, which matters more in Thailand, where the O-A and O-X make cover compulsory.

Check before you commit. Ask your insurer which hospitals near your shortlisted neighborhood it bills directly, and get premium quotes for ages 70 and 75, not just your current age.

BUILD YOUR PLAN

What would this move really cost you?

Use your own rent, insurance, transport and visa assumptions. Compare options before committing.

5. Tax on your pension and savings

This is not tax advice; use it to prepare questions for a qualified adviser.

PwC's Thailand summary (reviewed 24 August 2026) says you become tax resident after 180 days in a calendar year. Foreign income earned from 1 January 2024 is then taxable when brought into Thailand, even if you remit it in a later year. Thai rates run from 0% on the first ฿150,000 of net income up to 35%.

PwC's Malaysia summary (reviewed 16 June 2026) lists all classes of foreign income received by resident individuals as exempt, subject to conditions, except income from a partnership business in Malaysia.

Questions for your adviser: Does my tax treaty let only my home country tax my pension? Would savings built before 2024 be treated differently in Thailand? What conditions apply to Malaysia's exemption, and until when?

6. Air quality and climate

Neither country meets the WHO's annual PM2.5 guideline of 5 µg/m³. IQAir puts Thailand's 2025 national average at 17.8 µg/m³ and notes that concentrations tend to peak from January to May. Chiang Mai averaged 18.2 µg/m³ in 2025, down from 26.4 in 2024, but its AQI was still above 150 on 16 April 2026.

Greenpeace Malaysia's summary of the 2025 report gives Malaysia 16 µg/m³ and Kuala Lumpur 15.7. Malaysia's risk is transboundary smoke: in July and August 2025 it pushed Petaling Jaya's monthly averages up 28%, and a February episode raised readings in Penang.

Judge your city by its worst months, not the annual average.

7. Language and daily life

English is the clearest difference. The Star reports that Malaysia ranked 24th of 123 in the EF English Proficiency Index 2025 and first in Asia. The Thaiger reports that Thailand ranked 116th, in the "very low" band. In Malaysia you'll deal with doctors, landlords and banks in English far more easily; in Thailand, plan on a Thai-speaking helper for paperwork.

Which should you choose?

  • Moderate pension and savings below the MM2H deposit: Thailand. The ฿800,000 or ฿65,000-a-month route is the lowest bar in either country.
  • You want a decade without yearly renewals: Malaysia's MM2H, unless you hold one of the 14 O-X nationalities and have ฿3 million to place in Thailand.
  • Lowest monthly costs: Chiang Mai, if you can leave or shelter during the February-to-April smoke.
  • Big-city life on a budget: Kuala Lumpur, cheaper than Bangkok on Numbeo's index.
  • Large foreign income or investment returns: Malaysia may suit you better; have an adviser confirm it.
  • You want to get by in English: Malaysia.
  • You don't want to buy property: Thailand.

What to check before you decide

  • Download the checklist from the Thai embassy or MM2H office that will handle your application; requirements and fees differ.
  • Get health insurance quotes at your current age and at 75.
  • Ask an adviser how each country would tax your pension, savings and investments.
  • Spend the worst air months in your shortlisted city before you buy or sign a long lease.
  • For MM2H, confirm the minimum stay rule and your state's minimum property price for foreigners.
  • Run both budgets through our budget calculator.

FAQ

Is it cheaper to retire in Thailand or Malaysia?

It depends on the city. Numbeo puts Kuala Lumpur below Bangkok on living costs and rent, but Chiang Mai below both. Malaysia's visa needs far more capital up front.

Which country has the easier retirement visa?

Thailand, on money: ฿800,000 in a Thai bank or ฿65,000 a month, from age 50. Malaysia's MM2H starts at a USD 150,000 deposit plus a home purchase, but runs five years or longer.

Do I need health insurance to retire in Thailand or Malaysia?

Thailand's O-A requires at least USD 100,000 or ฿3,000,000 of cover, and the O-X requires Thai insurance. MM2H asks for a medical check after approval and insurance at renewal, not at application.

Can I work on a retirement visa in either country?

The Chicago consulate's O-X page bans employment of any kind. MM2H Silver and Gold holders need a separate pass to work or run a business; Platinum holders may.
